French heating oil price cut, Digi Mart USA News (France): In the first week of November 2026, heating oil suppliers in France, from large brands to local dealers, can offer lower prices than the previous week. The decrease follows a government decision to release ten million barrels of diesel from its strategic stocks.
The final price and discount can vary from one supplier to another.
TotalEnergies had earlier announced a discount of about 200 euros including tax on 1,000 liters of domestic heating oil, effective Monday, November 2. That amounts to a reduction of 20 cents per liter.
The company chose to anticipate the decrease before receiving the discounted products.
The release of state strategic stocks is meant to allow all petroleum distributors to buy at a lower cost. The measure covers diesel, non-road diesel and domestic heating oil.
Fabien Letanoux, president of the fuel trade unions in Brittany, said all heating oil dealers are now receiving this cost reduction, with the remaining step being deliveries.
Under a decree dated October 23, 2026, companies that benefit from the release must pass the full economic advantage on to their customers, down to the final consumer. The government has planned inspections to ensure compliance across all dealers.
The size of the discount depends on the gap between the market price of diesel and the price at which SAGESS, the company responsible for managing strategic stocks, sells volumes to professionals. Frédéric Plan, an adviser to the French Federation of Fuel and Heating Professionals (FF3C), said that price is set at 28 cents per liter before tax.
Based on the current calculation, the reduction for other suppliers is about 18 cents per liter, or roughly 180 euros for a 1,000-liter order.
That figure could change with international prices, which are sensitive to the geopolitical situation in the Middle East. Because each supplier applies the reduction to its own rates, the discount is not a price cap, and prices can still differ between distributors.
Customers are therefore advised to compare final prices before ordering. About 2.6 million main residences in France were still heated with fuel oil, according to 2022 INSEE data.
