Hoy No Circula November 5 2026 restrictions in Mexico City and Mexico State: Hoy No Circula Thursday, November 5: Vehicles with green sticker and plate endings 1 and 2 cannot circulate in Mexico City and Mexico State on Thursday, November 5, 2026, under the program that restricts car use to reduce pollutant emissions.

Hoy No Circula November 5 2026 restrictions in Mexico City and Mexico State, Digi Mart USA News (Mexico City, Mexico): As part of the Hoy No Circula program, vehicles with a green sticker and plate endings 1 and 2 will not be allowed on the streets of Mexico City (CDMX) and the State of Mexico (Edomex) this Thursday, November 5, 2026.

According to the schedule, the restriction applies to cars with plate endings 1 and 2, as well as hologram 1 and 2. This Hoy No Circula applies on all Thursdays of 2026.

The Hoy No Circula program in CDMX and Edomex restricts car circulation Monday through Saturday, from 5:00 to 22:00, in order to reduce the emission of pollutants.

The Saturday Hoy No Circula has special conditions, as cars with hologram 1 do not circulate two days per month.

If a month has a fifth Saturday, the restriction extends to cars with hologram 2, foreign-registered vehicles and vehicles with a circulation permit. The rest of the cars, including those with hologram 1, may circulate on that fifth Saturday.

Sundays are unrestricted in CDMX and Edomex from 22:01 Saturday until 05:00 Monday, when Hoy No Circula restarts.

The city’s environmental authority may suspend the Hoy No Circula program during holidays, mandatory rest days or vacations, provided air quality is good and does not pose a health risk.

Travelers may request the Tourist Pass for their car. This permit allows driving through the Mexico City Metropolitan Area without being fined.

The pass may be obtained once per semester, valid for 14 days, or twice per semester for 7 days each request. A long-weekend Tourist Pass (3 days) is also available.

The request is made by the vehicle owner.

Under the regulations in force this year, the penalty for anyone who does not comply with Hoy No Circula ranges from 2,074.80 pesos to 3,112.20 pesos, equivalent to 20 to 30 Units of Measurement and Update (UMA).

Drivers who do not follow the program’s measures face penalties under the Environmental Law and the Vehicle Verification Regulations of Mexico City, as well as the Metropolitan Traffic Regulations (or any regulation in force). Vehicles may also be removed from circulation and sent to a vehicle impound, from which they can be released only after paying a fine.

Vehicles detained during an Environmental Contingency must wait until that restriction ends.

Cars must be verified twice each year in both Mexico City and the State of Mexico, with the date depending on the plate ending and sticker. The verification calendar for the two semesters of 2026 is set out by the authorities.
