Russia stolen cars registration law, Digi Mart USA News: Russia is struggling with economic problems, but one market is thriving: the market for stolen cars. A change in the law now makes it easier for new owners to use these vehicles, a development closely tied to the war against Ukraine.

Anyone in Russia who buys a car reported stolen in Hamburg, Toronto or Kharkiv has so far faced a problem: the traffic police refuse registration as long as the vehicle is listed in international police searches. That is set to change.

The Transport Committee of the State Duma recommended at the end of October that a draft bill from the Interior Ministry be adopted in first reading.

The bill allows the ministry to establish a “special procedure” for registering such vehicles, provided the search originates from a state that Moscow considers “unfriendly.” The business newspaper Kommersant reported on the matter. The draft bill goes back to an instruction from Vladimir Putin.
