Sheinbaum Reveals Alleged Network of Electoral Supply Firms Tied to Hernández Casillas Brothers, Digi Mart USA News (Mexico City): Mexican President Claudia Sheinbaum Pardo disclosed an investigation by the Anticorruption and Good Government Secretariat into the origins and operations of a group of companies linked to the Hernández Casillas brothers, which have obtained contracts to supply electoral materials and services for almost three decades.

During her morning press conference, the president said the investigation found that this business network began operating 27 years ago and strengthened its presence between 2014 and 2023, during the tenure of Lorenzo Córdova as head of the National Electoral Institute (INE). Sheinbaum argued that electoral material procurement must be made transparent and that possible irregularities must be clarified.

She also pointed to alleged links between the businessmen and the SOMOS political party, whose members include former members of electoral authorities.

Anticorruption and Good Government Secretary Raquel Buenrostro Sánchez presented a timeline of the companies’ creation and their relationship with various electoral bodies. She explained that the Hernández Casillas brothers worked between 1983 and 1988 at the National Registry of Population and Personal Identification (RENAPO), under the Secretariat of the Interior.

Afterward, they began participating in creating companies that entered the electoral supply market.

Among the background presented, in 1999 Cartonera Plástica participated as an electoral supplier in the State of Mexico, and in 2005 it obtained a contract worth 63.7 million pesos from that state’s electoral institute, an operation accompanied by complaints of alleged irregularities and bribery.

The investigation also documented that between 2012 and 2013 the companies expanded their contracts with electoral bodies in Jalisco, Tabasco, Guerrero, Quintana Roo, Zacatecas and Hidalgo. According to the data presented, between 2015 and 2023, 23 of the 32 Local Electoral Public Bodies (OPLE) awarded contracts worth 2.094 billion pesos to companies linked to the Hernández Casillas brothers.

Between 2024 and 2025, the business network obtained contracts worth 646.3 million pesos with 15 local electoral bodies.

In response, Sheinbaum announced that next week she will present a decree to strengthen Talleres Gráficos de México by adding other government agencies and academic institutions to its Board of Directors, along with the participation of the Superior Audit Office of the Federation (ASF) as an observer. The proposal seeks to have electoral materials produced by this state-owned company and other inputs purchased from Mexican companies.

Finally, Buenrostro said oversight bodies such as the ASF are responsible for reviewing possible irregularities at the INE and determining any administrative or criminal liability, as well as filing corresponding complaints with the Office of the Attorney General (FGR) or the Financial Intelligence Unit (UIF).
