José Alfredo Hernández Casillas amparo case, Digi Mart USA News (Mexico City): José Alfredo Hernández Casillas, described as the favorite contractor of Guadalupe Taddei Zavala, former president of the INE, feared he was being targeted by judicial authorities after federal agents from the FGR visited his home in January of this year to detain him.
In February, the owner of Cajas Graf filed an amparo, a protective legal action, before a criminal court in Mexico City. The filing sought to determine whether arrest warrants had been issued against him by federal judges in Mexico City and the State of Mexico, and to halt their enforcement, a procedure known as an amparo buscador.
One day after he requested federal protection, a federal judge granted him a provisional suspension to prevent his detention and set a bond of 6,500 pesos. The judge later denied a definitive suspension, determining that no judicial warrant existed against him, according to what the authorities named in the case reported.
On April 27, the judge issued a ruling dismissing the amparo proceeding, stating that the acts attributed to the responsible authorities were not true, as those authorities said so in their justified reports. Because no appeal was filed, the judge ordered the case archived on May 21, and the archiving took place in June of this year.
The judge’s ruling stated that the acts attributed to the remaining responsible authorities were not true, as they had stated in their justified reports, and the complainant offered no evidence to rebut that denial. Due to the nonexistence of those authorities and the claimed acts, the amparo proceeding was dismissed.
