Plan Michoacán progress report, Digi Mart USA News (Michoacán, Mexico): Mexican President Claudia Sheinbaum reported that the Plan Michoacán por la Paz y la Justicia has an executed investment of 72,431 million pesos and 67 percent progress across its 12 work axes, one year after its presentation following the murder of Uruapan mayor Carlos Manzo.
During her morning press conference, Sheinbaum said the program envisions an estimated investment of 118,000 million pesos, with resources directed to social actions, public works and private investment, in which federal government secretariats participate. She described the work as intensive and coordinated by the Secretariat of Governance, with a permanent presence of all secretariats in the state of Michoacán.
Sheinbaum announced that the security and justice component report will be presented next Tuesday, while other actions receive follow-up through monthly or bimonthly meetings. Asked whether peace and justice exist in Michoacán after a year of implementation, she said there has been progress but acknowledged that the work must continue.
Among the indicators cited to evaluate the program were the reduction of high-impact crimes, collaboration with various sectors of society, and social variables such as school attendance by children and young people. She also highlighted the number of students who advanced from secondary to high school and from high school to university through federal government scholarships.
Sheinbaum said tourism activity is another measure of the plan’s economic impact, noting that visitor numbers increased compared with the previous year. She added that works on Janitzio island in the municipality of Pátzcuaro, including a pier and community tourism actions, remain pending.
The upcoming security balance will include reductions in homicides and other high-impact crimes, the number of people detained for extortion, and the role of the Armed Forces, the Secretariat of Security and Citizen Protection, and coordination among authorities. Asked about a possible meeting with Manzo’s widow, Uruapan mayor Grecia Quiroz, Sheinbaum said the federal government maintains security support through the security secretary, the zone commander and the National Guard.
On the investigation into the former mayor’s killing, Sheinbaum said the Michoacán State Attorney General’s Office (FGE) leads the case with support from the federal Security Cabinet, and that there has been progress and significant arrests. She said whether the Attorney General’s Office of the Republic (FGR) takes over the case depends on that institution itself rather than the Presidency or the Security Cabinet, while noting the FGR and federal Security Cabinet have collaborated with the state prosecutor.
