Mexico school cellphone ban, Digi Mart USA News: New rules governing the use of mobile devices in public and private schools in Mexico take effect this Tuesday, following the Day of the Dead holiday break, according to the Secretariat of Public Education (SEP). The regulations were published in the Official Gazette of the Federation (DOF) on September 22.

The measure covers an integrated system of 34.1 million students, 2.2 million teachers, and 263,600 schools. In early childhood education, preschool, primary, and secondary school, the restriction applies throughout the entire school day.

Students may still use their phones for previously scheduled educational activities guided by teachers, as well as in emergencies or for health, disability, accessibility, and inclusion needs. In upper secondary education, known as bachillerato, each school will agree on measures with its educational community, including teachers and families, to limit use unrelated to pedagogical purposes.

At universities, the rules will promote responsible use of technology and the development of critical digital citizenship, including knowledge of algorithms and artificial intelligence, while respecting the autonomy of institutions.

The SEP said that in a national consultation, 80% of teachers identified difficulties among their students in sustaining attention, 79% cited trouble remembering information, and 73% cited challenges regulating emotions or coping with frustration. Some 81% of teachers considered it necessary to adopt measures.

According to authorities, the regulation aims to address risks associated with excessive screen use and possible addiction to digital platforms, as well as exposure to violence, sexual content, hate messages, and cyberbullying.
