Envoyé spécial Examines Medical Deserts, Juvenile Detention and the Ceuta Migrant Crisis

Envoyé spécial France 2 investigation on medical deserts, juvenile detention and Ceuta migration crisis: the Thursday, November 12 episode, hosted by Élise Lucet, examines three major stories on France's healthcare access, youth justice and the summer migration surge into the Spanish enclave.

Envoyé spécial France 2 investigation on medical deserts, juvenile detention and Ceuta migration crisis, Digi Mart USA News (France): France 2 and france.tv will broadcast a new episode of the investigative magazine Envoyé spécial, presented by Élise Lucet, on Thursday, November 12 at 9:10 p.m. The program features three investigations covering public health, juvenile justice and migration.

The first report examines medical deserts, areas where finding a doctor is extremely difficult. Delayed diagnoses, self-medication errors and emergencies handled too late are among the concrete consequences of medical isolation for millions of French residents.

In 2025, authorities launched a broad pact against medical deserts, presented from the Cantal department.

The measure requires independent doctors to provide several days of consultations per month in the most underserved areas, in solidarity with the territory. The scheme targets 151 priority areas where more than 2.5 million people live.

Longer-term measures include a health option in high schools and internships for medical residents in rural areas.

On the ground, the reality remains harsh. Some municipalities continue to roll out the red carpet for general practitioners to persuade them to settle in the most remote villages.

The program followed doctors who volunteered to care for often fragile and elderly patients, raising the question of whether reinforcements are adequate and fairly distributed.

The second report takes viewers inside a closed educational center in Bergerac, in the Dordogne. Five teenage girls, including 17-year-old Amandine, 16-year-old Sonia and 15-year-old Clara, have been placed there by court order and have six months to avoid detention.

Envoyé spécial obtained exceptional authorization to document their daily lives over several months.

Educators record escapes, refusals of activities, school progress and good results, and pass them to the magistrate, who will decide at the end of the placement. The young women must relearn schedules, schooling and career planning.

Closed educational centers, created in 2002, house minors placed by judicial decision as an alternative to incarceration.

The third report examines the Ceuta crisis. Ceuta, a Spanish enclave on the north coast of Africa claimed for a long time by Morocco, experienced one of the most serious migration crises in its history during the summer.

Within 48 hours in late July, tens of thousands of people attempted to cross the border illegally from Morocco, causing a severe humanitarian situation and a heavy death toll from drownings and a crowd crush.

The episode seeks to determine whether the movement was spontaneous or organized and why some Moroccan police appeared to let migrants pass, against a backdrop of persistent diplomatic tensions between Madrid and Rabat.

Envoyé spécial, launched on January 18, 1990 on Antenne 2, the predecessor of France 2, by Paul Nahon and Bernard Benyamin, has been presented by Élise Lucet since 2016. Broadcast details: France 2, Thursday, November 12, 2026, 9:10 p.m.; streaming and replay on france.tv and the franceinfo platform.
