France heating oil delivered price gap October 2026, Digi Mart USA News: Delivered heating oil in France rose nearly 4 cents per liter excluding taxes in October, while its international price rose only 0.6 cents. The increase came mainly from a widening gap between the Rotterdam benchmark price and the price of a liter delivered to the tank, which grew from 33 to 36 cents in one month.
According to the monthly averages in the French Ministry of Ecological Transition’s oil bulletin dated October 30, the delivered liter in France went from 140.02 to 143.78 cents excluding all taxes between September and October, an increase of 3.76 cents. Over the same period, the international price quoted at Rotterdam, a major European oil port, went from 107.07 to 107.70 cents, a rise of 0.63 cent.
These prices cover deliveries of 2,000 to 4,999 liters, and October figures are still provisional. The gap between the delivered liter and the Rotterdam price rose from 32.95 to 36.08 cents in a month.
According to the source, it covers transport, storage and distribution to the tank, but the bulletin does not break down how much each item contributes.
The rise is not specific to France. The average across the 27 countries of the European Union went from 122.54 to 125.94 cents, about 3.4 cents higher.
The gap between the price and the EU average rose from 15.47 to 18.24 cents, and the delivered liter in France remained 17.84 cents above that average, compared with 17.48 cents in September.
In October, most of the increase came from costs added to the benchmark price: 3.13 cents of the 3.76-cent rise, versus 0.63 cent from the benchmark itself. Diesel sold in France at 135.11 cents per liter excluding taxes, against a quotation of 110.17 cents, while delivered heating oil cost 143.78 cents against a quotation of 107.70 cents.
The source reports that the October average was 1.44 euros per liter excluding all taxes and 1.93 euros including taxes for deliveries of 2,000 to 4,999 liters. Taxes, including the excise duty and VAT, account for roughly 0.49 euros per liter.
For a 2,000-liter delivery, the increase between September and October represents about 90 euros more including taxes. The publisher estimates such a delivery averaged about 3,850 euros in October 2026, compared with about 2,230 euros in October 2025, an increase of nearly 73 percent over one year including taxes.
A reduction linked to the state’s strategic stocks applies from November 1. The source notes that the October averages do not include it, and that the ministry’s price survey of Friday, November 6, will be the first to show it.
For heating oil, the amount of the reduction is not published by the state and must be obtained from the delivery provider at the time of a quote. The November oil bulletin will indicate whether the gap with the benchmark narrows or continues to widen.
