Mexico City Congress vote not to ratify Manuel Horacio Cavazos López as judge, Digi Mart USA News (Mexico City, Mexico): The Congress of Mexico City unanimously approved a decision not to ratify Manuel Horacio Cavazos López as a magistrate of the capital’s Superior Court of Justice. The measure was approved by a dictamen with 53 votes in favor and no votes against or abstentions.
According to the source, the decision responds to compliance with an amparo ruling issued by the Second District Court in Administrative Matters. The case has involved several draft resolutions on Cavazos López’s continuation in office since 2020.
During the session, the chair of the Commission on Administration and Administration of Justice, Alberto Martínez Urincho, said the performance evaluation was based on an analysis of documents from the former local Judicial Council, under criteria of objectivity and thoroughness. “Fully complying with that ruling and at all times protecting the rights of the judge, of society, to which we are accountable, we say that our action is in strict adherence to the rule of law that governs our democracy,” the lawmaker said from the rostrum.
Martínez Urincho explained that ratification requires reviewing the conduct of the person administering justice to determine whether he should remain in office, so the outcome does not depend on the discretionary will of the body deciding. He said the judicial official’s right is to receive an evaluation covering the full period of his term, whose result allows determining whether he met the required principles to continue, including independence and responsibility in exercising his duties.
The agreement leaves without effect the draft resolutions of February 26, 2020 and November 8, 2023, as well as those of July 18 and November 12, 2025, in which the commission had concluded not to ratify Cavazos López. The decision addresses the ruling in amparo case 563/2020 and the December 12, 2024 resolution of the Twentieth Collegiate Tribunal in Administrative Matters of the First Circuit in appeal INCON 18/2024.
The approved dictamen also complies with agreements dated March 18 and 23 and September 18, 2026, all related to the proposal to confirm the former magistrate on the Superior Court of Justice of Mexico City.
