Mexico’s Secretary of Security and Citizen Protection, Omar García Harfuch, confirmed the death. The action took place during a deployment of federal forces in the metropolitan area.

“El General” was identified as the founder and top leader of the Cártel Nuevo Imperio, a criminal organization with a strong presence in the State of Mexico, Mexico City and Morelos. The group controlled various illicit activities in the central region of the country.

Its main crimes included kidnapping, extortion, homicide, property seizure, fuel theft and money laundering. According to the report, he also coordinated drug trafficking toward the United States and Canada, which kept his organization under the scrutiny of international security agencies.

The U.S. Department of the Treasury added him to its sanctions list in November 2025.

U.S. authorities said he provided criminal protection in Mexico to Canadian former Olympian Ryan James Wedding.

The report also states that he used contacts within police corporations to obtain strategic information and locate rival targets.

Intelligence investigations point to “El General” as the intellectual author of the homicide of Milton Morales Figueroa, commander and head of intelligence of the capital’s police, which occurred on July 21, 2024.

García Harfuch stressed that this result is part of a commitment to seek justice for the memory of the intelligence officer. Authorities will continue investigating until all those involved in the attack against the police leader are detained.
