Newborns Value Fund, USA News: Families looking for practical gifts for christenings or First Communions may soon have a new option under the draft 2027 Budget Bill approved by the Italian Government. The proposed ‘Newborns Value Fund’ is designed to support individual savings accounts starting from early childhood.

The draft legislation provides a state allowance of 100 euros per year for children born from 2027 onwards, running from birth until age 18. According to Prime Minister Meloni, the accumulated sum will be tax-free, unseizable, and generally locked until the beneficiary turns 18, barring exceptional circumstances.

Management and Voluntary Contributions

The National Social Security Institute (INPS) is expected to handle payment collections and fund management, while Cassa Depositi e Prestiti oversees financial management following prudent criteria. State contributions can also be supplemented by voluntary payments from relatives up to the third degree and relatives by marriage up to the second degree, offering a 19 percent tax relief on amounts up to 1,000 euros per year.

Projections suggest annual net returns between 1 percent and 3 percent assuming a bond-heavy conservative strategy. For instance, investing 100 euros at the start of each year for 18 years solely via state contributions could yield between 1,981 euros (at 1 percent) and 2,412 euros (at 3 percent). If parents or relatives add 400 euros annually, the final total at a 3 percent return could reach 12,058 euros.

Long-Term Pension Implications

Upon turning 18, young adults can transfer these funds into a supplementary pension scheme. Entering the labor market at age 18 and maintaining constant contributions alongside historical open-ended fund returns could scale the initial capital significantly by age 67. Projections indicate that the primary driver of long-term retirement capital remains working-age contributions, while the childhood fund fosters an early habit of saving.
