PAN Chihuahua electoral alliances for 2027 election process, Digi Mart USA News (Chihuahua, Mexico): The state council of the National Action Party (PAN) in Chihuahua has approved the possibility of forming electoral alliances with other political forces ahead of the 2027 electoral process. The decision allows the party to explore agreements with various political and citizen groups that share its goal of keeping Chihuahua on a path of security, development and freedoms.
The party clarified that the approval does not imply any specific alliance, but rather an openness to forming coalitions or joint candidacies. Any agreement that is reached must follow the procedures set out in the party’s statutes and current electoral regulations.
PAN stated that, given the current context, it is essential to join efforts. In an environment where some seek to divide and obstruct progress in Chihuahua, the party said it has decided to open itself to dialogue and build majorities that defend the interests of Chihuahua families.
With this resolution, the party reserves the right to decide responsibly, and at the appropriate time, with whom and under what conditions it will form alliances, without giving up its principles and while prioritizing the well-being of Chihuahua.
During the same session, the state council also approved the political platform that will guide the proposals of the party’s candidates. It was further determined that the gubernatorial candidate will be chosen through a survey, allowing citizens to have a voice in the process.
The State Electoral Institute (IEE) of Chihuahua has set spending limits for precampaigns ahead of 2027. Aspirants for governor may spend up to 12,923,253 pesos during precampaigns.
The decision was approved unanimously on November 7 and sets maximum spending limits for the various offices in dispute in the 2026-2027 Local Electoral Process.
The spending caps for mayoral candidates are 6,773,481 pesos for Ciudad Juárez and 4,108,419 pesos for the state capital, Chihuahua city. This means the limit for Juárez is approximately 2.6 million pesos higher than that of the state capital.
For municipal trustee positions (sindicaturas), the maximum is 4,064,088 pesos for Ciudad Juárez and 2,465,051 pesos for Chihuahua.
For state Congress candidacies, authorized amounts vary by electoral district, with limits ranging from 632,496 pesos to 948,728 pesos across the 22 local districts. These figures represent the maximum spending allowed for each precandidacy and are not funds the IEE will provide directly to aspirants.
The spending caps include items such as advertising, event organization, transportation, personnel hiring and production of promotional materials, all as authorized by current legislation. Gubernatorial precampaigns will begin on December 2, 2026 and end on January 10, 2027, while aspirants for local deputies, mayoralties, council seats and trusteeships may conduct precampaign activities from December 19 to January 10.
The IEE based these limits on the Electoral Law of the State of Chihuahua, which provides that precampaign spending must equal 20 percent of the caps authorized for campaigns in the previous election. For the governorship, the 2020-2021 electoral process was used as a reference, and for other offices the amounts correspond to 2023-2024.
In the 2027 elections, voters in Chihuahua will elect the person who will occupy the governorship, as well as renew the State Congress and the municipal governments of the state’s 67 municipalities. With the approval of these limits, the IEE has set the maximum amounts that precandidates must observe in their internal promotional activities.
