Querétaro teacher protection initiative “Escuelas Seguras, Docentes Protegidos”, Digi Mart USA News (Querétaro, Mexico): Deputy Enrique Correa has presented an initiative called “Escuelas Seguras, Docentes Protegidos” aimed at protecting teachers. The proposal seeks to prevent, address and monitor situations of violence, threats and risks within schools.

Correa highlighted five main areas: immediate protection for teachers; free legal and psychological defense; a technological system for school alerts and communication; safety plans and immediate response protocols; and greater legal protection against aggression toward educational staff.

The initiative also addresses digital violence and proposes a risk “traffic light” system and a state registry to identify and document school risks. It includes ongoing training and annual certification for education personnel.

On the legal side, the proposal would add aggravating factors to the Penal Code when crimes are committed against teachers because of their duties. It also establishes that parental complaints must be filed through institutional channels, without justifying threats or aggression, and proposes school mediation and restorative justice mechanisms.

Correa said the changes aim to restore the teacher’s role in the community and avoid suspending a teacher as the first measure when a complaint is filed. He noted that Querétaro has no evidence of widespread violence against teachers, but said preventive action is necessary.

The project follows a May 2025 initiative known as “Ley Tere,” which seeks to protect against false complaints and guarantee due process. That initiative remains under analysis and awaiting committee review.
