Mexico State proposal for public transport fare discounts for people with disabilities, Digi Mart USA News (Toluca, Mexico State, Mexico): The parliamentary group of the Ecologist Green Party of Mexico (PVEM) has proposed including people with disabilities among the beneficiaries of fare discounts on public transport offered by concessionaires and permit holders. The initiative is presented as an act of empathy and inclusion toward a segment of the population that requires additional support to carry out daily activities under better conditions.

The draft reform to the state Administrative Code would replace the term “personas de la tercera edad” with “personas adultas mayores” in describing this obligation, which currently also covers students as a favored group. According to the proposal, the change seeks to harmonize the terminology with the State Law on Older Adults.

The initiative, from the bloc coordinated by deputy José Alberto Couttolenc Buentello and presented by legislator Itzel Guadalupe Pérez Correa during a plenary session of the Mexico State Congress, cites figures from Mexico’s National Institute of Statistics and Geography (INEGI) for 2024. These show more than 8,873,000 people with some disability in Mexico, of whom 864,000 live in the state.

The proposal notes that the state Administrative Code currently provides discounts, where they exist, for older adults and students on passenger fares in collective, mass transit, individual and cable car modes, but does not include people with disabilities. The sponsors consider support measures for this sector necessary, describing its challenges as significant.

Citing INEGI’s National Survey of Household Income and Expenditure (2023), the document states that after food, transportation is the second category on which Mexican families spend the most. It specifies that, on average, a family in Mexico State can spend up to 29 percent of its income on fares to get to work, school or to buy everyday necessities.

The document also states that the law being reformed treats public transport as a service of public utility and general interest under state government responsibility, and as a fundamental axis for social and economic development. It notes that the 192,000 concessioned units registered in the State Transport Registry allow millions of residents to travel daily.

The proposal clarifies that disabilities are not limited to mobility, and include visual, hearing, sensory, psychosocial and intellectual disabilities. It adds that in many cases people with disabilities travel alone or are accompanied by family members.

The transitional provisions of the initiative give the Secretariat of Mobility 30 calendar days, counted from the decree’s entry into force, to modify the agreement on fares for public transport in the collective and mixed modes, published in the Official Gazette “Gaceta del Gobierno” on October 10, 2025. The goal would be to establish a preferential fare for people with disabilities and issue the administrative rules needed to implement it.

The legislator emphasized that the initiative does not seek to grant a favor, but to guarantee a right through empathy and inclusion, and to ease the economic burden on thousands of families facing daily challenges. In this regard, she called for removing barriers in public transport so it can become a means that facilitates access to greater opportunities.
