Nuevo León security funds, USA News (Monterrey, NL): Public security funds in Nuevo León, the management of which is frequently kept confidential under the guise of necessity, were allegedly triangulated toward a private legal and fiscal firm tied to Governor Samuel García and his family. The Auditoría Superior de la Federación (ASF) uncovered suspected schemes involving public resource triangulation through construction companies and suppliers.
According to information obtained by Grupo REFORMA, TXAT Latam—one of the companies implicated in the irregularities highlighted by the ASF—ultimately deposited at least 60.4 million pesos of public treasury funds into the Governor’s law firm via invoice-issuing front companies and a legal consultancy.
As part of this arrangement, the company initially secured state contracts totaling at least 440 million pesos. These contracts were intended to supply ballistic vests, portable radios, and uniforms for prison inmates, among other items.
While delivering the 2025 Public Accounts report to the Chamber of Deputies, Aureliano Hernández, head of the ASF, disclosed that the agency identified schemes routing public funds through builders and vendors. These pathways ultimately led to at least 728.13 million pesos being deposited into the Governor’s firm.
