France Faces High-Risk Act 3 Protests Amid Halloween Festivities

mobilisations du 31 octobre: mobilisations du 31 octobre mark the third consecutive Saturday of nationwide demonstrations across France, called by Yellow Vests, trade unions, students, and professional groups. Authorities have deployed an extensive security framework as celebrations for Halloween overlap with the high-risk protest day.

mobilisations du 31 octobre, USA News (France): France is experiencing its third consecutive Saturday of nationwide mobilizations, called by Yellow Vests, trade unions, professional corporations, high schoolers, and university students. This full-day live coverage follows events classified as high risk due to their overlap with nighttime Halloween festivities.

The convergence of Halloween and the third Saturday of demonstrations has raised concerns at the highest levels of the state. Because the holiday traditionally involves headwear, costumes, and face makeup, the Prefecture of Police has reminded the public that concealing the face or carrying any weapon—even a fake one—in public spaces is strictly prohibited. Under legislation in place since 2010, individuals participating in peaceful demonstrations while hiding their faces can face fines of up to 1,500 euros, while penalties in restless crowds can rise to one year of imprisonment and a 15,000 euro fine.

Another point of discussion involves whether authorities might use a temporary cutoff of certain social media networks for Act 3, a measure previously considered during Act II but never activated. The Senate recently adopted a provision allowing for such actions, raising questions regarding proportionality and digital freedoms.

Paris Route Restrictions and Security Deployments

In Paris, the police prefecture banned the central protest routes submitted by the CGT and Yellow Vests on Friday. Instead, authorities authorized them to march along the periphery between Porte de Bagnolet and Porte de Charenton.

Following previous mobilizations on October 17 and 24 and in anticipation of potential unrest or property damage, the government deployed what it described as an extremely robust security apparatus. The setup includes drones, water cannons, and a significant deployment of security personnel across the country.
