Household Energy Payment, USA News (London): In the affluent south London borough of Wandsworth, where the average resident earns more than £52,000 a year and pays the lowest council tax in England, many households are set to receive £100 payments under a new government scheme designed to help cover soaring energy bills.

The Household Energy Payment was unveiled by Chancellor John Healey during his first Budget on Wednesday. The £2.6bn funding allocated to the scheme will be distributed to roughly 20 million households in England within council tax bands A to D. The government estimates the support will reach about 80 per cent of English households, including 83 per cent of fuel-stressed households and 88 per cent of the lowest-income households.

However, concerns have been raised that some individuals struggling with rising bills—such as pensioners or long-term residents in higher council tax bands with lower incomes—could miss out while wealthier individuals in properties banded long ago still receive the funds. The decision to roll out the payments without means testing has drawn criticism and warnings from campaigners that the money will barely dent predicted price rises coming next year.

Reactions in Earlsfield

In the Wandsworth suburb of Earlsfield, residents offered mixed views on the £100 government-funded payment. Alison, a 50-year-old charity fundraiser living in a two-bed flat, noted that reports of potential council tax increases in Wandsworth made the support seem fair, though she suggested the money would quickly get absorbed into general household finances.

Beth, a marketing manager who has lived in a three-bed house in the area since 2008, described the boost as helpful but questioned its timing given that energy bills, petrol, and food costs have already climbed. Gaynor, a 79-year-old retiree, remarked that she was fortunate to have bought property when prices were lower, while another retiree noted the payment would likely go straight into the bank for whatever is needed.

Wandsworth Council Tax Context

Council tax in Wandsworth is famously low, with an annual sum of £1,028.21 for a band D property, making it the lowest among all 33 London councils and 296 English councils. Just under a quarter of Wandsworth properties are in band D, and more than half fall between bands A and D. Recent reports have indicated that Wandsworth Council was considering raising charges by up to 160 per cent next April.

Broader Scheme Details and Campaigner Warnings

The £100 payments are scheduled to be distributed directly into bank accounts via the council tax system starting in January 2027. The devolved governments of Scotland, Wales, and Northern Ireland will also receive a share of the £2.6bn funding.

Energy regulator Ofgem’s price cap is predicted by comparison firm Uswitch to increase by at least 26 per cent in January, rising to £2,172 a year for a typical dual-fuel household from the current £1,723 level, representing an average increase of £449. Simon Francis, co-ordinator of the End Fuel Poverty Coalition, criticized the measure, stating that the payment would barely dent the anticipated rises and might not even be spent on staying warm. Meanwhile, the Chancellor maintained that the payments and other Budget announcements, such as abolishing standing charges on gas bills, would provide British families with breathing space.
