DWP Motability update, USA News: The Department for Work and Pensions has issued an update after questions were raised by a Welsh MP as scrutiny mounts over changes to the Motability scheme rules. The scheme, which enables some DWP disability benefit claimants to exchange their payments for a vehicle lease, has gone through significant changes.

In July, it was announced that for those ordering a new vehicle, the standard mileage allowance would be reduced. The Motability Scheme stated the changes were needed to address rising costs and UK government tax changes introduced by Rachel Reeves, which Motability claimed would have added approximately £1,100 to the cost of each lease. However, the reforms drew criticism from a number of campaigners.

The yearly mileage allowance was slashed from 20,000 miles to 10,000 miles, a move the Countryside Alliance warned would leave many rural members of the scheme disproportionately affected. Tens of thousands of people also put their names to a parliamentary petition calling for the changes to be reversed. The DWP faced renewed pressure over the reforms amid growing concern about their impact on ordinary people.

Liz Saville Roberts, a Plaid Cymru MP in Wales, put forward two significant questions. First, she sought to establish what steps the DWP was taking to ensure that Motability customers with high essential mileage requirements are not disproportionately disadvantaged by additional mileage charges. Second, she questioned what discussions the DWP had had with Motability on the potential impact of reduced mileage allowances on disabled people living in rural areas.

DWP Minister Responds to Parliamentary Inquiries

The DWP responded to her queries, with parliamentary records showing that Sir Stephen Timms, a DWP minister, addressed both questions with an identical reply. He noted that responsibility for the terms and administration of the scheme sits with the Motability Foundation and its Board of Governors, adding that department officials and Motability meet regularly to review the scheme.

“After careful consideration of customer’s needs, Motability announced that from 1 July 2026, customers who need significantly more travel than the standard mileage allowance for essential healthcare, education or employment journeys may be eligible for additional mileage support,” Sir Stephen Timms stated. Customers must demonstrate they require more than 3,000 miles a year for these purposes, with support applied to approved miles above that threshold through reduced excess mileage charges, while leisure and holiday travel is excluded.

Rural Areas and Additional Support

Additionally, the scheme recognises that living in the most rural areas often means having to travel further to access everyday services, so it will provide 3,000 additional miles per year on to leases for certain customers. Motability Operations has used data from national governments to identify areas with limited access to essential services, looking at typical travel time to grocery shopping, healthcare, and education.

The Motability Scheme is operated independently of government, and decisions about grants, eligibility, lease terms, mileage allowances and support arrangements remain matters for Motability. Established in 1977 as a charity, the predominantly self-funding programme assists disabled people in financing their own transport, with approximately 915,000 people currently utilizing the service.
