Mexico School Cellphone Restriction, Digi Mart USA News (Mexico): Starting today, restrictions on personal digital devices and learning technologies apply in public and private schools across Mexico’s National Education System, covering basic, upper-secondary and higher education levels.
The measure is set out in “Agreement No. 09/09/26 to guarantee the rights of girls, boys, adolescents and young people in the interaction, responsible and safe use of personal digital devices, as well as learning technologies in public and private schools of the National Education System,” published in the Diario Oficial de la Federación on September 22 and issued by Education Secretary Mario Delgado.
According to the document, the goal is to ensure that personal digital devices, where used, serve as tools for healthy learning environments that support teaching, learning, harmonious coexistence and the comprehensive development of students.
In initial education, preschool, primary and secondary levels, the use of personal mobile phones, smart devices and electronic devices by students will be restricted for the entire school day. These devices may only be used for pre-scheduled educational purposes, under teacher supervision.
Exceptions are allowed for personal emergencies, disability, accessibility, inclusion, health needs, or the particular and extraordinary needs of school communities.
At the upper-secondary (preparatory) level, the agreement promotes responsible and safe use of personal devices and limits non-pedagogical use during the school day, according to each institution’s characteristics and context. Schools are to hold a scheduled assembly to establish specific conditions and practices through consultation with the educational community.
For higher education, the agreement promotes responsible and safe use of personal devices throughout the school day, in line with agreements reached by each educational community, the competent education authorities and higher education institutions.
