Hoy No Circula Wednesday November 4 2026 environmental contingency, Digi Mart USA News (Mexico City and State of Mexico): Drivers in Mexico City and the State of Mexico must check the characteristics of their vehicles before leaving home on Wednesday, November 4, 2026, to avoid a fine or other setbacks during their trips. The Hoy No Circula program will remain in effect as it normally does on weekdays, and the restriction will apply to certain license plates and holograms.
Under the regular calendar, vehicles with a red sticker, plate ending in 3 or 4, and verification hologram 1 or 2 may not circulate from 05:00 to 22:00. The Secretariat of the Environment maintains this scheme as part of measures aimed at reducing polluting emissions in the Mexico Valley Metropolitan Zone.
Regarding a possible environmental contingency, no extraordinary activation has been confirmed for Wednesday so far. However, these measures depend on air quality conditions and may change if the Megalopolis Environmental Commission (CAMe) determines that pollutant concentrations warrant additional restrictions.
Vehicles with hologram 0 and 00, as well as some electric and hybrid cars that meet the exemption conditions set by regulation, may circulate normally while no environmental contingency imposes extraordinary restrictions. Out-of-state vehicles without a hologram recognized under applicable agreements also face additional restrictions and may be subject to limits during certain hours and days.
If the CAMe activates an ozone or particulate contingency, vehicles with holograms 0 and 00 could be added, along with additional restrictions for holograms 1 and 2. Extraordinary measures are normally communicated officially when pollutant concentrations exceed established levels.
Drivers planning to travel on Wednesday are therefore advised to review official notices again before starting their trip, especially the night before or early in the day.
The program applies from 05:00 to 22:00 for both the usual weekly restrictions and much of the additional measures in the Mexico Valley Metropolitan Zone. After 22:00, cars restricted during the day may circulate again, provided no extraordinary provision has been announced by authorities.
The program applies in several metropolitan municipalities of the State of Mexico, so drivers traveling between the capital and those municipalities should consider the restrictions before starting their route.
Driving when a vehicle is restricted can result in an economic penalty and possible impoundment of the vehicle, depending on applicable provisions and the authority that detects the violation. Before starting the car, drivers should verify three basic elements: sticker color, plate ending, and verification hologram.
In short, on Wednesday vehicles with a red sticker, plates ending in 3 or 4, and hologram 1 or 2 remain off the road between 05:00 and 22:00. No environmental contingency has been announced so far, so the regular program remains in place.
