Hoy No Circula Mexico City and Mexico State November 4 2026, Digi Mart USA News (Mexico City and Mexico State): The Hoy No Circula program for this Wednesday, November 4, 2026, applies to vehicles with red emblems and license plates ending in 3 and 4, between 5:00 and 22:00 hours. The program restricts the entry and exit of automobiles in Mexico City and the State of Mexico and applies six days a week with the goal of protecting the environment and reducing polluting emissions.

Currently, the program operates in the following zones of Edomex. The program does not apply to all vehicles equally, and some exceptions are available if your vehicle qualifies.

Public transportation is not affected by the program.

Hoy No Circula is in effect Monday through Friday, but Saturdays follow a special rule known as Hoy No Circula Sabatino, which differs from the rest of the week. The hologram and license plate number of a vehicle determine whether it can circulate on Saturdays in the Valley of Mexico.

On the first and third Saturdays of each month, cars with hologram 1 and odd-ending plates may not circulate. On the second and fourth Saturdays, cars with hologram 1 and even-ending plates may not circulate.

Regardless of emblem color or plate ending, cars with hologram 2 and foreign cars may not circulate on any Saturday.

If a month has a fifth Saturday, the restriction extends to cars with hologram 2, foreign cars, and vehicles with a permit that day. All other vehicles, including those with hologram 1, are exempt from Hoy No Circula that day.

Because the program applies six days a week, Sundays are excluded, so vehicles may drive freely in Mexico City and the State of Mexico on Sundays until 5 a.m. Monday, when the restriction returns.

The environmental authority of Mexico City may suspend the Hoy No Circula program during holidays, mandatory rest days, or vacations, provided air quality is good and does not pose a health risk. Travelers may request a Tourist Pass for their vehicle, which allows driving in the Mexico City metropolitan area without being fined.

The pass can be obtained once per semester with a validity of 14 days, or twice per semester for 7 days each request. A long-weekend tourist pass (3 days) is also available, and the request is made by the vehicle owner.

Under the regulations in force this year, the penalty for anyone who does not comply with Hoy No Circula ranges from 2,074.8 pesos to 3,112.2 pesos, equivalent to 20 to 30 Units of Measurement and Update (UMA). Vehicles and drivers who violate the measures may face sanctions under the environmental law and vehicle verification regulations of Mexico City, the metropolitan traffic regulations, and other applicable provisions, and may be removed from circulation and sent to a vehicle depot, from which they can be released only after paying a fine.

Vehicles stopped during an environmental contingency must wait until the restriction ends.

Vehicles must be verified twice each year in both Mexico City and the State of Mexico, with the date depending on when the license plate and emblem expire. The verification calendar for the two semesters of 2026 is published by the source.
