Bpifrance and European Commission Ukraine defense industrial partnership, Digi Mart USA News (Paris, France): Bpifrance and the European Commission are preparing to sign an agreement to accelerate industrial resilience and defense partnerships between France and Ukraine, according to a publisher announcement dated November 3, 2026 in Paris.
The arrangement was announced on the occasion of European Defence Week, taking place from November 2 to 6 in Paris. Under the Ukraine Investment Framework, the two institutions are preparing a partnership to support French companies developing in the Ukrainian market, facilitate investment in Ukraine, and encourage durable technology and industrial partnerships.
The envisioned program provides 150 million euros in European Union guarantees and 13 million euros in subsidies per year, with the objective of enabling Bpifrance to deploy more than 480 million euros in financial interventions over three years. It would also include non-financial support aimed at creating 30 partnerships between French companies and Ukrainian defense and dual-use technology startups over the same period.
The guarantee would allow Bpifrance to strengthen its financing, insurance and equity investment instruments, operated by Bpifrance and its subsidiaries Bpifrance Assurance Export and Bpifrance Investissement. These tools would support French companies in projects in Ukraine, including financing Ukrainian companies’ purchases of equipment from French manufacturers, establishing French firms in the Ukrainian market, and forming partnerships with local companies.
The program targets strategic sectors of the Ukrainian economy, with particular attention to dual-use civil and military technologies. Areas mentioned include aerial, land and maritime drones, electronic protection systems, space technologies, communications, navigation, critical components, and other technologies supporting advanced industrial capacity.
The scope also covers energy, digital and industrial equipment.
Beyond the financial component, the partnership project includes non-financial support to connect French companies with Ukrainian startups. With support from EuroQuity, Bpifrance’s international matchmaking platform, the program aims to create 30 partnerships in three years by facilitating partner identification, introductions and joint project development.
The legal finalization of the agreements remains subject to completion of the European Commission’s interservice consultation and finalization of contractual documentation. Officials quoted in the announcement described the initiative as strategic, with Alice Rufo, minister delegate to the Minister of the Armed Forces and Veterans, saying it would help French companies contribute to Ukraine’s industrial capacity.
Marta Kos, European Commissioner for Enlargement, said Ukrainian innovators working with European companies would turn ideas into investment, jobs and greater security across Europe. Nicolas Dufourcq, chief executive of Bpifrance, called the program an accelerator for deploying French solutions in key Ukrainian sectors and an opportunity for durable partnerships with Ukrainian startups, particularly in defense.
