Household Energy Payment, USA News (London): In the affluent south London borough of Wandsworth, where the average resident earns more than £52,000 a year and pays the lowest council tax in England, many households are set to receive £100 payments under a new government scheme designed to help cover soaring energy bills.

The Household Energy Payment was unveiled by Chancellor John Healey during his first Budget on Wednesday. It will be distributed to 20 million households across England falling within council tax bands A to D. The Government estimates that the £2.6bn total funding will reach roughly 80 per cent of English households, including 83 per cent of fuel-stressed households and 88 per cent of lower-income households.

However, critics and campaigners have raised concerns that the scheme is not means tested. They warn that payments will go to wealthier individuals while some struggling residents in higher council tax bands, such as pensioners living in larger homes, could miss out. Campaigners argue the £100 boost will barely dent predicted price rises coming next year.

Reactions in Earlsfield

In the Wandsworth suburb of Earlsfield, local residents shared mixed views on the government initiative. Alison, a 50-year-old charity fundraiser living in a two-bedroom flat, described the payment as fair given rumoured council tax increases in the borough, though she noted the money might simply go into a bank account rather than being tracked directly to energy costs.

Beth, a marketing manager living in a three-bedroom house, called the boost helpful but cautioned it would likely be swallowed up quickly once colder weather arrives. Gaynor, a 79-year-old retiree living in a maisonette, considered herself fortunate to have purchased her home when property prices were lower, while another retiree noted the funds would be used as needed.

Upcoming Energy Price Cap Rises

The £100 payments are scheduled to be distributed directly into bank accounts via the council tax system starting in January 2027. Devolved governments in Scotland, Wales, and Northern Ireland will also receive a share of the £2.6bn funding.

Energy regulator Ofgem’s price cap is predicted by comparison firm Uswitch to rise by at least 26 per cent in January, reaching £2,172 a year for a typical dual-fuel household from the current £1,723 level. This represents an average increase of £449, meaning the £100 payment will nearly cover the initial £112 rise expected over the first three months of the year.

Simon Francis, co-ordinator of the End Fuel Poverty Coalition, criticized the measure, stating that the Chancellor failed to deliver sufficient support for households facing a sixth winter of high energy costs. Conversely, the Chancellor stated that the payments, alongside other Budget announcements such as abolishing gas standing charges, would give British families breathing space.

Wandsworth Council Tax Context

Council tax in Wandsworth is notably low, with an annual sum of £1,028.21 for a band D property—the lowest across all 33 London councils and 296 English councils. Just under a quarter of Wandsworth properties are in band D, while more than half sit between bands A and D. Recent reports, however, indicate that Wandsworth Council has considered raising charges by up to 160 per cent next April.
